SHARAKAT Announces Receipt of Five Competitive Bids for the  Development of the Riyadh East ISTP Project

SHARAKAT is pleased to announce the receipt of five competitive bids for the  development of the Riyadh East Independent Sewage Treatment Plant (ISTP)  project in Riyadh. The bids were submitted by following Consortiums comprising  both local and international companies, as follows:

1. Consortium: (Miahona Company, Marafiq, and Bin Omairah Holding). 
2. Consortium: (GS Inima Environment SA and Alkhorayef Water and Power  Technologies). 
3. Consortium: (Metito Utilities Limited, Etihad Water and Electricity Company PJSC and  TamimCo). 
4. Consortium: (Suez, Civil Works Company, and Al Awael Modern Contracting Company). 
5. Consortium: (Lamar Holding WLL and China Harbour Engineering Company).

The submitted proposals will now be comprehensively evaluated to determine the  winning consortium. Following the announcement of preferred bidders,  agreements will be signed and development of the project is expected to  commence next year, with commercial operations targeted for 2030. 

The initial design capacity of the Riyadh East ISTP is 200,000 cubic meters per  day, expandable to 400,000 cubic meters per day. The project also includes the  development of treated sewage effluent (TSE) reuse systems, including  transmission pipeline, aimed at maximizing water reuse in various applications,  particularly agricultural irrigation across the Kingdom. 

This milestone follows the issuance of the Request for Proposal (RFP) documents  in October 2025, as part of SHARAKAT’s commitment to develop water  infrastructure through Public-Private Partnership (PPP) based on the Build-Own Operate-Transfer (BOOT) model for a duration of 25 years. 

SHARAKAT affirms its continued commitment to attracting local and international  investment, and to enhancing partnership opportunities with the private sector in  the development of critical infrastructure projects and to improve services. These  

efforts are aligned with the objectives of the National Water Strategy and the  National Privatization Strategy, particularly in enabling greater private-sector  participation in the development and operation of infrastructure projects, while  supporting the objectives of Saudi Vision 2030.
